Managing Consultant

 Under the general direction of the Vice President, and with a strong collaborative relationship with the Outside Executive Consulting Team, assume responsibility for the leadership and management of a clinical department where pharmacists are an integral part of the health care team who provide contemporary pharmaceutical care services to inpatients and outpatients through medication use systems, educational programs and research initiatives across the continuum of care.   Assume responsibility for the development and communication of departmental mission, vision, strategic objectives and goals which are consistent with the organization’s mission and vision.  Successfully achieve strategic objectives and goals as identified through the annual planning process and as approved within the financial parameters of the annual budget process.  Accomplish these responsibilities through personal performance, coordination, oversight, and/or delegation of the principal duties and responsibilities listed below.Licensed Pharmacist anywhere in United States

 

JOB RESPONSIBILITIES:

1.      Strategic Planning / Vision

a.       Assess the healthcare environment and marketplace, and identify opportunity for developing or improving medication use systems, pharmaceutical care services or other related issues.  Develop proposals, justifications, and secures administrative support and funding.

2.      Medication Use Systems Management

a.       Plan, conceptualize, develop, organize, implement, systematically evaluate and revise as necessary medication use systems and pharmaceutical care services and programs to ensure that systems are designed and operated and services are delivered in an accurate, safe, effective and efficient manner across the continuum of care.

b.      Develop, implement, revise as necessary and effectively communicates policies and procedures which support the consistency of operation and/or performance of the defined medication use systems and pharmaceutical care services.

c.       Identify, develop, implement and revise as needed physical facility, equipment, information systems and/or other non-personnel needs to effectively support medication use systems and pharmaceutical care services and programs.

d.      Ensure the availability of pharmaceuticals, the continued operation of medication use systems and provision of pharmaceutical care services during emergency & disaster occurrences through participation in the institution’s and community ‘s emergency and disaster planning efforts as appropriate.

3.      Human Resource Management

a.       Responsible for the performance of all pharmacy personnel job functions and activities according to departmental and organizational policies, regulatory board or agency rules, regulations and statutes and accreditation and  professional organization standards.

b.      Ensure effective and timely employee recruitment, orientation, training, recognition performance appraisal and planning, and retention programs and processes.

c.       Develop a highly effective multi-disciplinary departmental leadership team; coach and mentor leadership team members to optimally utilize and improve skills sets, capabilities and performance outcomes; create an atmosphere that promotes and encourages innovation and creativity; plan for succession of key leadership team members.

d.      Identify and evaluate  workload and quality indicators, to revise as necessary staffing levels and skill mix to ensure that work schedules, assignments and procedures optimize the effective use of personnel resources.

 e.       Promote an environment of world class customer service.

4.      Supply Chain Management

a.   Responsible for all pharmaceutical contracting, procurement, receiving, security, inventory control, and distribution policies, procedures and processes across the continuum of care.

5.      Utilization Management

a.   Monitor and report trends in drug utilization to the Administration, Medical Staff leadership and the Pharmacy and Therapeutics Committee.  Develop drug utilization and formulary initiatives which optimize therapeutic outcomes, risk reduction and/or cost and revenue impact.

6.      Develop the annual budget in conjunction with organizational and departmental objectives.  Monitor and manages departmental revenues and expenses.  Perform financial audits and other analysis as needed to ensure accurate, appropriate and timely recording and classification of departmental modeled revenue, actual revenue capture and expenses.  Ensure timely and accurate payment and/or receipt of accounts payable and receivable.  Ensure appropriate billing coding and other requirements.

7.      Education and Research Programs

a.   Participate in and provide oversight and guidance for the educational, research, presentation and publication activities of the department.

8.      Institutional and Organizational Representation and Leadership

a.       Serve as the primary pharmacy representative on selected organizational committees as appropriate, along with other Administration and Division leadership team members, to assure that medication use systems and  pharmaceutical services meet the needs of the patients and health care team members; are consistent across the continuum of care; and to assure that issues and opportunities regarding pharmaceuticals, medication use systems and pharmaceutical care services are well coordinated and addressed in a timely and effective manner within the organization.

b.      Assume a leadership role within the profession through participation in local, state, and/or national professional organizations.

9.      Health System/ Network Coordination

a.       Identify and coordinate the implementation of specific targeted initiatives, and where feasible, the integration and/or consolidation of medication use systems, pharmaceutical care services, education and research within the facility.  Facilitate the ongoing communication and information sharing of these and other issues and initiatives within the facility.

b.      Provide direction and guidance in the development of Employee Health Plan pharmacy benefits structure, business partner selection and contracts, operational management, and cost / utilization analysis.

10.  Serve on facility committees as appropriate

11.  Perform related duties as required or assigned.

 

MINIMUM EDUCATION & EXPERIENCE:

An entry level degree (B.S. or Pharm.D.) plus an advanced pharmacy degree or business degree (MS or MBA).  A minimum of 5 years of progressively more responsible pharmacy practice management and/or departmental administration experience in a large tertiary care medical center, preferably as a part of a integrated healthcare system.   Experience in the clinical practice and/or practice management within several continuum of care sites.  Strong leadership, communication and financial skills.  Demonstrated ability to function effectively in a multi-disciplinary, multi-component environment.   Active participation and experience in professional organizations, educational endeavors and/or research initiatives is highly desirable.
